I believe it was a P-12 conference rule...not MWC...and I also think that it was eliminated by the P12 recently due to proposed court action for penalizing a player 2 years of eligibility for transferring within their own conference... Okonoboh is a perfect "Spencer type" replacement...but there are a lot if "ifs" with him as well...
I believe most conferences have or had the penalty. The P12 definitely changed course. However, I don't think the MW did, or at least hadn't as of May, 2014. Here was the specific rule at that time:
Conference rules require athletes on scholarship who leave one MW school to forfeit one year of eligibility should they transfer either directly or indirectly to another school in the conference. Waivers to that rule have to be approved by a vote of the faculty representatives of the 12 conference schools, MW associate commissioner Javan Hedlund said.

The P12 changed because they thought it was better to keep a player within the conference than to lose them to another conference. The MW might want to consider that as well, if they haven't already.
I didn't spend more than a minute or two but couldn't find anything about the MW changing their policy since 2014.
I think Okonoboh would be the perfect fit at SDSU, but unless this rule has indeed been changed I doubt anyone would approve the best team in the conference only getting better & waiving the rule to make it happen.
Here is what I found at the MWC handbook (updated 3/2015): 3.6 Intra-Conference Transfer. A student-athlete who has received athletically-related financial aid or a student-athlete who was a varsity athletics award winner at the United States Air Force Academy, and who transfers, directly or indirectly, from one Conference institution to another shall meet the following requirements prior to being permitted to compete at the certifying institution: a. The student-athlete shall complete an academic year in residence at the certifying institution; b. The student-athlete shall forfeit one season of competition; and c. The student-athlete shall not receive athletically-related financial aid during the academic year in residence. This rule shall not apply if the student-athlete’s previous institution discontinues the student-athlete’s sport.The way I read it...an athlete can transfer within the conference and must sit out one year (as per NCAA rules)...BUT...that player cannot be on scholarship during this one year time period (part C)...meaning they need to walk-on. This also states that the player must enroll at the said university and then sit out the year...something Okonoboh has not done as of yet...at least that we know of... I'm not a lawyer (nor do I want to be)...I just sometimes pretend to be, anonymously on AM...

The KEY statement is as follows - "Requirements PRIOR to being permitted to compete at the certifying institution..... a) ...complete an academic year in residence.. & b) shall forfeit 1 year of competition....
I read "A" as he'd have to have been in classes for a year at SDSU PRIOR to being able to compete. If he comes here now, he'd have to sit out next year, not playing while completing that academic year & then could compete in 2017-2018. So basically that's the full year transfer rule. If he'd registered in January....
On "B", the fact it also says he must "forfeit one year of competition" is the key one - forfeiting isn't the same as redshirting IMO. It's giving up a year you normally would be able to play.
I'm not a lawyer either but I read those rules specifically as having an extra penalty if transferring within conference.

Okay...you convinced me... Bottom line...no Okonoboh without a UNLV waiver...until 2017-18 (either as a RS JR or SR...depending on which non-lawyer you're talking to)...

3-star PF 6'8 233 Jackson Davis is leaving Butler. He spent two years on their bench, but had played strong in OOC games.
The 6-8 Davis, of Lexington, Ky. totaled 8 minutes over the Bulldogs’ final six games and did not play against Texas Tech or Virginia in the NCAA tournament. In 25 games, he averaged 5.7 minutes, 2.5 points, 1.6 rebounds and shot 56 percent from the field.
He had career highs in minutes (17), points (19) and rebounds (eight) in the opening 144-71 victory over The Citadel. He played as many as 10 minutes in three games thereafter.

The Lynchberg News reports that 6'10 240 lb Sophomore Evan Maxwell is transferring. The Pennsylvania native averaged 10 points and 5 rebounds per game in his second season. Furthermore, he saw his playing time increase to over 21 minutes per game.
There isn’t any current news as to where he would like to transfer.

Absolutely not a center. 6'6 220 Sf/PF with two "good" years at ASU. year 1: 55% FG 7.5 rpg, 11 ppg. Year 2: 55% FG, 6.5 rpg, 10 ppg, he played one year at UNLV behind Flame Out Bennett 3.6 ppg, 2.4 rbg. Was a Parade All-American credentials and with USA Basketball experience, as he was a member of the USA Elite National Team that won gold at the FIBA U22 World Championships in France back in April of 2012

When out several weeks with a separated shoulder, the team went 2-5. From the LA Times after his injury.USC Coach Andy Enfield called him "one of the best per-minute rebounders in the nation." "It's really hurt us," Enfield said. "When he's not in there, and other players get in foul trouble, we get pushed around sometimes."

The fact he was at UNLV, even if he went elsewhere in between, precludes him from coming here w/o that waiver.

Both are really not options.

He's definitely an option, although I'd hesitate to say he'd be on the our top tier priority list. Even though he's not big, he can bang. Definitely plays bigger than 6'7. As noted, he's a TERRIFIC rebounder - his ORB% is 16.4%; DRB% is 26.5%. Both would by far be the best on our team this year.
Not someone who'll give you much (if any) O, outside O-boards, and he is TO prone. But as a last resort.....
It's also important to keep in mind WHY he didn't play - Jovanovic, Boatright & Metu, all very good players. He played a lot more the prior 2 years. When you have those 3, plus play 4 guards on occasion with Stewart & Reinhardt, there aren't a lot of minutes available.

I've followed Isabell for years - he was a WSU commit before having a run-in with Ernie Kent. He's a terrific offensive talent - a product of the Garfield HS line, and his stats at Missouri do not reflect his talent. He & Anderson have been butting heads since he got there, which has hurt his PT. His game is much like Hemsley's - gets the basket very well. On the right team he's a guy who can put up 15+ a night. He put up 17 against Texas A&M's guards.
I'd worry about 2 things with him (& ANY Missou transfer) - you have to teach him team D big time (below average team defender), and the discipline issues. They've ALL been suspended at some point in time. Could be the coach, but usually there's blame on both sides. A new environment could change all that though (like MCG).
I don't see him as a viable candidate here - my guess is he ends up closer to the NW, or somewhere which plays more uptempo.
PAC12 or Big 12 player.
