Procedural for admin(s)...
Top banner is too wide for my screen resolution, which is set pretty standard. Makes the site load improperly on 1200x800ish resolution screens.

With some preferring to bring in their Political Views , Personal Attacks and some that go off the rails more can you maybe resend out the rules or maybe add some other thoughts .
