Yes, until those truly needy like City, State, and County workers and retirees feel comfortable.
Those who have earned their Military and Federal pensions and also had the wisdom and foresight to save and invest a little can get along without until the crooks and slugs are taken care of. 
So you begrudge retired firefighters, and policemem, their pensions? Why is it that only US government employess earn their pensions, but firefighters and police are crooks and slugs?
I begrudge nobody what they earned. I am even willing to give up mine or be subjected to means testing until those folks not able to take care of themselves are secure. Police and Fire folks would be included in those I would help along with the others like =Bob are secure. In no way do I feel that Police or Fire Fighters could be included in the slug and crook category like those impediments to progress that are most planners.
