The powers that be will have to set some standards ... the ones in use now don't seem to have any controls. How can 2 schools in the same area like UCLA and USC have such different figures? UCLA $5,562 USC $1,580
at least Stanford and San Jose State are closer ... Stanford $3,215 SJSU $3,800 (*)
How is the cost of attendance so markedly different from the cost of living index for places like Boise and San Diego? Both the military and social security have formulas for balancing benefits or pay to account for the differences in cost of living, and neither has such a disparity.

It's not like BSU is lining the pockets of their recruits any more than we are. It costs a lot more to GET to Boise than to SDSU; Duncan alone paid $2,000 out of pocket each time he went home to Australia. BSU can't recruit within a 2-3 hour drive of their campus; all their kids need to fly in, and typically through connections. The goal of this formula is to balance the costs of athletes so kids who attend BSU don't have to pay more out of pocket than those who attend SDSU. BSU has more out of state athletes.
SDSU isn't just offering the $2900; they've also changed their whole meal plan for athletes.
If SDSU were to raise their TCA amount to $5k, they'd have to report & explain the gap between what the financial aid office reports & what they're providing. This has NOTHING to do with the athletic department. If you don't like the $2900 number then go bitch to the Financial Aid office, since THEY determined how much we can or can't offer. NOT ATHLETICS! Specifically:
"The law specifies what items can comprise students' cost of attendance, and among them are tuition and fees; room and board; books, supplies, transportation and miscellaneous personal expenses. However, financial aid officers at each school must decide the appropriate and reasonable amounts to include for each type of cost."
SDSU is already behind the curve when it comes to support from donors, so I just laugh when people say "use donor money to fund it". If we had the necessary donors & donations we'd already be able to fund a lot more improvements across all our programs. BSU owns their own stadium, and is using the Albertsons naming fee to fund much of this. We don't have that option. We have to fund all $1MM via other methods, which includes creativity, donors AND ticket increases. I know USC takes care of their athletes were they have extra cash to buy clothes once everything is paid off. I think sdcoug nails in when he discusses the cost of travel. That would explain USC's very low number in that they simply walk out of their back door into one of the most fertile recruiting grounds in the nation.

LOL. I have $21.69 in my checking account and my credit cards are maxed. If the athletic department is depending on me, they're really screwed. Fortunately, I suspect not every Aztec alum was a fine arts major.

Notice how among all 23 programs listed (P12/MW) USC's increase in TCI was by far the smallest? Don't think that's because rent's cheap in LA.

I am not disputing your statements, but I am wondering how they jibe with the body of the referenced PennLive article, which certainly makes it seem like there is no fair, equally adjudicated formula for calculating these numbers. What do you say about this piece in the article? "But starting this year, 8-figure-budgeted athletic departments and their representatives will suddenly be keenly interested in this incidental expenses amount - because it has become a stipend for their athletes and is potentially a significant recruiting tool. And they will, of course, want it to be as high as possible. Penn State coach James Franklin is on record recently as saying the expenses stipend is definitely on the table as a recruiting factor. The questions are: How much effect will the inevitable lobbying of ADs on behalf of their coaches have on university financial officers to lift the stipend figure as high as they can? And will those schools with powerful athletic coaches succeed in tilting the field in their favor by raising the stipend to significantly higher levels than their rivals?"

It's possible, but ultimately the school has to be able to afford it. There will definitely be a process where those at the bottom (e.g. offering less) will self regulate within their own conferences, and if enough complain about misappropriations it'll be addressed in semi-annual meetings. The CSU's, NM's & SDSU's aren't going to let BSU "buy" athletes without a fight, and they'll question BSU's financial aid department. I believe in the end it'll be more about the University's president than head coaches, since they control Financial Aid.
Ultimately, it's about the rich potentially getting richer. Schools like SDSU, who are scrambling to make ends meet due to a lousy media deal, are going to struggle to pay the extra $1MM annually, and thus pulling away from other program enhancements (e.g. new practice turf, indoor practice facilities, etc.). Whereas for many of the rich, some of whom have all athletic scholarships already fully endowed (like USC), it's pocket change & it won't slow them down. To me it sends a signal that the gap between the P5 ($$) & the rest will continue to widen. I do not, however, believe BSU offering more is a statement about SDSU being "pathetic" or BSU having any type of "vision", nor will it be "final doom" for the program.
I don't think it's as much about the coach having pull as it is about the overall solvency of the athletic department. The answer's the same - more members of the Aztec Club, and increased attendance at football games (& other paid sports). Ultimately, more people with skin in the game.
