We've talked about this many, many times. In this case my take is based on a pre-season poll predicting where among all the 120 FBS members the schools from the three conferences mentioned in the thread title might finish in 2009.
The predictions for all 120 FBS schools, which were published by SI.com, follow my comments.
There are a variety of ways one can evaluate these predictions.
Average predicted ranking: ACC: 42 Big East: 54 MWC: 52
By that criterion, the ACC appears clearly the leader, with the other two conferences about even.
Highly rated teams: ACC: 1 in the Top 10, Big East & MWC= None
Ranked 11 through 25: ACC: 3 Big East 0: MWC 3
The MWC looks good by this measure.
Ranked 26 through 75:
ACC: 6 Big East 6 MWC 2
Here is where the MWC falls down, and as a result . . .
Ranked 76 through 120 :
ACC: 2 Big East: 2 MWC: 4
. . . including 3 MWC teams ranked above #100. Not good! S.D.S.U., Wyoming, and New Mexico need to beef up so that the high ranking of Utah, BYU, and Utah is not canceled out by our bottom dwellers.
On the positive side, the MWC seems not too far from passing the Big East.
