Can you imagine a world where you would first need to divulge your income level before getting charged for your doughnuts at a Crispy Cream, for example, and, depending on your answer, could be charged any one of three prices? Would you be cool with that?
To me, clearly an absurd notion but apparently NO Neo-Marxist absurdity is beyond the reach of Democrat politicians in California.
We now have the same sort of absurdity coming down the pipe in a scheme for charging electricity in California where Marxist "class consciousness" is mandated and integrated into paying for public utility services.

"The fixed charge shall be established on an income-graduated basis with no fewer than three income thresholds so that a low-income ratepayer in each baseline territory would realize a lower average monthly bill without making any changes in usage." Now I get Progressive taxation but Progressive service fees?
"But, but it is an essential service" cries the True Believer. So where does it end? Electricity only? Natural Gas? Water & Sewer rates? Postage? Public Transportation? Private Sector services?
I get Government subsidies that benefit the needy and are paid directly to or for the recipient (like Welfare, Food Stamps, Rent assistance, Obama-care Medical Insurance subsidies, Tuition Assistance, etc) but the price of the end service is usually the same for all (after all - equal protection is a thing, isn't it?).
I'm afraid it is part of the inevitable crawl toward Neo-Marxist economic totalitarianism that includes unequal treatment under the law, Means Testing for Government Benefits and a general "Wealth Tax".
