I feel bad for Bill, his neighborhood is under siege. When pinned down though, it didn't sound like he knew the exact answer for a fix. If you (or I) were in charge, how would we fix it? If you fall through the cracks in California..there is really no place to go. Bag all you want on Europe, but there isn't nearly this level of homelessness because there are more safety nets (evil socialism). For example, in France an old person who ends up destitute and in danger if ending up in the streets must be helped monetarily by nuclear family. If not kids, grand kids. I was in France this summer for a month and only saw homelessness in Paris....and not even close to what you see in Oakland, Portland, LA , SD etc. My dark side might put them on a bus and send them to Florida! But seriously, if I was in charge of a fix...I have no idea what the smart, effective fix would be..since the underlying reasons for the problem are not going to change. I would re-open the old "nut houses" of pre- 80's though for the truly mentally disturbed. Napa, Camarillo etc.

Reinstitute the vagrancy laws and move the homeless out of the downtown/city areas into facilities in the county. Give them free booze, weed, food, medical care, cable TV, Wi-Fi and a nice safe place to sleep. Just get them away from our families and businesses. They would be free to leave any time providing they could demonstrate they had the ability to hold down a job.
The problem is WAY OUT OF HAND.

They would be free to leave any time providing they could demonstrate they had the ability to hold down a job. The problem is WAY OUT OF HAND. I think you have to triage the homeless. For those that cannot be rehabbed and are clinically insane...they have to be placed in facilities, like the ones shuttered in the early 80's. If you look at the history of the closing of those, there is equal blame for Republicans and Democrats. You cannot have someone pissing their pants or shitting themselves as they walk through (often diagonally) intersections in Little Italy. Same for corner screamers and yellers. There definitely are homeless that can be helped and rehabbed back into society...but there are many who are just gone.

The key phrase here is that both the city and county need to Do More.
This problem needs to be treated like the crisis that it is, and give homeless people better housing options, and give citizens and businesses a nicer city with nicer parks.
Put some actual goddamn money into solving the problem. I'm sorry but a 'pilot program' helping 200 senior households really shows a lack of understanding of just how bad the crisis is. Focusing on ramping up enforcement is only effective if we have facilities to put them in. Build single room occupancy 150-200SF homeless living facilities, with shared kitchens and bathrooms, like college dorms. Hey if homeless people want to live in their cars that's fine, build parking lots with restrooms, shower facilities and a communal kitchen or something similar.
Bill Walton is right to be upset about this. It's not being treated seriously.
