There are several reasons, none of them good. And here is a case in which both parties share the blame. I agree. These bills, by both sides, are out of hand. A bill should be very specific and not contain 'hidden' items having no relationship to the subject being addressed by the bill.

I agree as well. In the present climate, there has to be so much horse trading to get votes that we often do more harm than good.
