NCAA committee that makes recommendations for recruiting reforms , wants more transparency and access for players and coaches . Per UT 10.26.16 and Nebraska AD .
PROPOSALS : include changes to where and when summer camps and clinics can be held plus limit satellite camps . High school players would be allowed to take official recruiting visits the summer before their senior year . Visits can combine visit and a camp.
Allow a 10th assistant coach
Set hard cap of 25 signees a year .
Creation of 2 early signing periods June and December . June signings ( before a students senior HS year) would be binding NLI . The Collegiate Commissioners Association , that administers NLI must approve and implement the new signing periods . ( Do not see if December signing is binding also ? not sure when vote would take place , if passed could go into effect next year )

Seems odd, especially when coaching changes are just getting started in Dec, but gives teams more time to seek out plan b's when kids decommit the day before... Also makes it easier for early enrolling in January for spring practices. IF June is binding I'm sure December, the late signing, would be.

Long over due however I think 40% of available slots would be open in June before Senior year and then the rest in December. Thinks this gives the December kids to really understand the lay of the land. Can't have Pittsburgh signing 25 kids in June and then nothing. Bad for kids and bad for Pittsburgh.

Not sure if they are moving the Feb signing to December or just having two early signing times.? June , December early and Feb late ? Will they get many that are 100% for their June selection and do not want to be bothered during their Senior season . Or get good amount in December after HS is done and coaches prep for a Bowl ?
Bottom line P5 is not going to do anything that does not help them the most !

I'm in favor of ANYTHING that puts a crimp in P5 11th hour poaching of "committed" G5 recruits!

I wonder what happens to kids who commit to coaches that are fired in December. I know the whole adage of committing to a program, not a coach but sometimes a change in schemes results in a need for different personnel.

I know the whole adage of committing to a program, not a coach but sometimes a change in schemes results in a need for different personnel. I'm sure it'd be just like it is now. You're tied to the school, but if a coach leaves they'll request a release, the new coach will insist on talking to the kid first, then if he still wants to leave they'll grant the release. I've said it 100 times - if I had a kid getting recruited there's NO WAY I let him sign a LOI, and especially not early.

No matter what the month is . P5 schools will still get things their way . 4 and 5 star to P5 schools , then the battle for 3 star among the lower level P5 and G5 . Will be interesting to see who would sign in June ? . Will basically move the signing to December , players will have played their season . Could cut back on the time recruits may have to visit schools .

the new proposals would not stop guys from getting our offer and then flipping to a P5 school , . Seems that recruits may still just verbal and not sign until December instead of February ?

I'm assuming if you verbal before a signing date and don't commit when the next available period comes you no longer have a scholarship offer. I'm fairly confident that's how Rocky and most other coaches at our tier will handle it. If you don't sign then you are almost certain to flip the second a better offer comes along.
