I would start by increasing the out of state fees until price rationing got the ratio to where you wanted it. That and no muslims.

We should attempt to westernize middle easterners and Muslims. They should be required to integrate with the student body, as should all international students as part of their admission. I would start with taxing every Islamophobic troll on AM. Then take the proceeds and build SDMU (SD Mosque University) for the out of state students. I hear there's land for sale across the street from Win's house.
