Overall, I would say Mission Hills or Oceanside, last year's CIF championship winner and runner-up. Be interesting to see what the U-T predictions in August will be
I'm just throwing a guess here for the different regions:
South: Eastlake, Olympian
East: Helix, El Capitan, Grossmont
City: St. Augustine, Madison
North: Cathedral Catholic, Mission Hills, Oceanside

Right now I have Mission Hills at #1 and St. Augustine at #2. Although St. Augustine might have the most talented roster in the county.

The Open Division for 2014:
Helix Highlanders
Cathedral Dons
Eastlake Titans
La Costa Canyon Mavericks
Mission Hills Grizzlies
Oceanside Pirates
Poway Titans
San Pasqual Eagles
All other teams are precluded from competing for the Open Division Championship. Even an undefeated team with wins over several teams in the Open Division will not be in the Open Division playoffs.

I'm looking forward to the Honor Bowl game between Mission Viejo and Oceanside. A friend and most of my former coaches are on staff at Mission Viejo. They should be loaded again this year, but lost a couple of players (a projected back up WR and starting LB) in the offseason to transfers to Santa Margarita. Looks like the recruiting tide for Bob Johnson is turning since their league got dropped down to the newly formed "D2" in the CIF SS, the West Valley Division from the eleite Pac-5. I don't know too much about SD Section schools except for Oceanside has won state before.

Who is the top SD County HS Football team going into 2014?
Vista.
OK, not really. But the nature of high school football being what it is, it's really hard to say before the season starts. Mission Hills and Oceanside are both going to be strong, but how strong? 10-0 in regular season strong, or 8-2 strong?
That's the fun part - we get to watch the games and find out!

The CIFSDS has changed the method of selecting the eight open division teams: hs.utpreps.com/news_article/show/4077862014 Football Divisions Division I (Best 8 teams make the Open Division, next 12 are Division I) Oceanside, Mission Hills, Helix, Eastlake, Cathedral Catholic, St. Augustine, San Pasqual, La Costa Canyon, Carlsbad, Poway, Torrey Pines, Madison, Grossmont, Steele Canyon, Olympian, Ramona, El Camino, Mount Miguel, Vista, Point Loma, Westview, Rancho Buena Vista, Valhalla and Mira Mesa.

LOL @ LCC. Don't you have to be good to be in the Open Division? They got smoked by a SS D4 sqaud, 38-0. Yeah, they're state champs. But, D3 state champs.
