They need to be careful. Using WhoIs can generate inconsistent information. I happened to use it yesterday because I was getting a notice from ZoneAlarm that my computer was being attacked. When I input the IP address it came back as being in Melbourne Australia.
After further digging I was able to verify that it actually came from my wife's new laptop which was connected to our network.

Most anyone interested in getting to the bottom of this big issue will be more sophisticated about using investigative tools than you or I. Of course they will use care. All anyone, who ever listened to Rush, had to do is read the quotes to know they were fake.
