Taxing the gross is extremely harmful to the citizens. Always has been and always will. You must tax based upon the ability to pay a tax...but FDR started the FICA tax in 1937 after he was re-elected and the State of California started the sales tax in 1933 and the Use tax in 1935. The new O'sama taxes and the timing look very similar to the 1930s when like the current White House staff says, the economy is doing just fine.
