I have just met with over the past two days, ten people. Two are college educated and have been laid off for over a year. Both highly qualified but they are both in their mid 50s and are depressed, and cannot find jobs. Four are contractors and small business owners who had employed ten to twenty employees when osama took office. They no longer have any employees. All four have gone underground and are chasing cash to eat. They cannot afford rent, gas, insurance HA! Two are filing BK, and have no jobs or business. One person was assessed a $330,000 tax by the State of California on her 1992 Form 540 state tax report. WHO keeps records that far back. She has a job but her boss is going to fire her. The Statue of Limitations for an assessment for a tax return filed in California is 4 years. The Statute of Limitations for California is 20 years to collect an assessed tax. If you do not file a tax form at all, there is no Statute of Limitation. We are all subject to tax assessments our entire lives and going back as far as the California State employees decide to assess on un-filed tax forms such as Use taxes, Sales taxes, Mental Health Insurance taxes, and should I name all 142 other taxes?
In other words, if you haven't filed a Use tax return in your lifetime, the State can now and in the future assess a Use tax for every year they believe you owe. There is no Statute.
And, AAA, the State destroys the tax forms in just a few years. What is logged into their computers, they use as proof.
It's a 20 collection Statute.

Nope, but the state of CA issued IOU's for 2007 tax returns :-) LOL @ a city's BK being the result of a really, really, recent issue instead of something long-term. I'm willing to bet all of those cities had big-time financial issues for years. Perhaps decades.

Bottom line, The Obama Administration hasn't been able to fix the economy, even with 2 years of super majorities in Congress. In fact things are worse now than when he was elected.
The abysmal unemployment numbers, 8%(the liberal figure) 21% (the conservative figure) speak volumes about how ineptly our nation's financial affairs have been handled by this administration.

It's both the State and Federal. Governor Moonbeam-Choo-Choo is going to spend both State and Federal money on an INSANE project that will cost as much as providing the projected ridership with free first class air fare between LA and SF for the next 40 years. Prop 13 for example. Prop 13 is just a rather insignificant side issue. It is irresponsible spending on the state level on top of our out of control Federal spending that has us up the creek.

Prop 13 was voted in to curtail Moonbeam and his cronies from overtaxing property owners. Every time someone wanted to raise spending they attacked the property owners. There was no checks and balances so to speak. 13 put the skids to this unfair practice. The reason we are in the pickle we are in today is that government officials kept approving programs they KNEW we didn't have the money for. They should all go to jail.
ASnd Moonbeam today signs a damn train bill that in no way can we pay for, or the feds, in the next 20 years. A prudent person would pay for necessary services first and table any future new programs until we get our financial house in order. It is pure lunacy.

Howard Jarvis was the primary lobbyist for the Los Angeles Apartment Owners Association. The primary purpose of prop 13 was to dramatically lower the property taxes of commercial property. A side effect, and the 'carrot' to get the prop passed, was that residential property wouldn't be reassessed or it's value dramatically increased until it was sold. What people don't realize is that commercial property is now wrapped up in a corporate onion and when a piece of commercial property is sold it is not reassessed because, technically, the property itself is not sold when the 'owning' corporation is. THAT was the reason for prop 13.

But most commercial and income properties are owned by individuals, families, partnership and small corps. When commercial get an increase in taxes, usually through a sale or a massive remodel, it is passed on to the tenant through the Triple Net clauses in their leases. If it is a gross lease it is passed on through higher lease rates the next time after leases expire or a new tenant is secured. Jarvis might have been head of an apartment owners association, but Prop 13 was voted in to curtail Sacramento from blindly raising taxes on any'all property owners. Gov. Brown was, and still is, a big detractor of 13. Why wouldn't he be? It hurt his carte blanche attitude to go after property owners at will.
