Unless proven on the AAU or some summer circuit, no way.

My school was D5 and we played against the team that won state in that division, no one on their team or any other team we played against was worthy of playing at SDSU.

Here is the problem with using Div as a demarcation of talent level. Every section of CIF does it slightly differently. Some sections go by straight enrollment numbers, others have a moving system where based upon your past winning you move up and down divisions. Thus you can have D1 players actually end up anywhere. No coach I know of bases the recruitment of a player on his Div placement.
Darius Morris, played for Div 5 Winward.

Windward isn't division 5.

Windward isn't division 5. Like I said, teams move around. In 2009 it was. Darius Morris was named the MVP of Olympic League, CIF Division 5A Southern Section Player of Year, and CIF Division 5A State Player of Year.

Yeah. For San Diego, at least, it's based solely on school size. I know he's not the best example to bring up, but he's the only one I know: Dillon Baxter went to Mission Bay, which is D4 for football. Pretty sure he had over 70 touchdowns his senior year (passing, rushing, receiving combined), and it's not like they don't play teams in other divisions. Division 5 could just mean it's a really small school, which is why a lot of the teams are bad (because they don't have many players to choose from).

From a casual observer, basketball seems to have more movement than say football, and players tend to be noticed and/or have developed earlier to allow this and the gorilla that is AAU. So, it seems it would be far more rare for a good bball player to be in a low division vs. a football player

I have to believe that once in a while a D1 college level player ends up in a D5 high school. It does seem like a risky recruit unless they have proven themselves on the AAU circuit, as others have mentioned.

yes, he's division 5, which may be reason enough to stay away. but if that's not enough for you, this should be: "He has a wall-size poster of Michael Jordan in his bedroom and admires Kings rookie Jimmer Fredette."
