This is a great response I received from Aztec Shops and indicates SDSU may sell Strasburg jerseys in the future:
Thank you for taking the time to contact me about Aztec sports imprinted clothing for sale. NCAA rule 12.5.1.1 essentially precludes the sale of student-athlete name-imprinted clothing or other merchandise. However, we are looking into selling an SDSU/Strasburg jersey through the appropriate and legal channels now that he falls under contract with MLB and his agent. And we do sell an SDSU basketball replica jersey with a different number that is selected each year by Athletics.
We appreciate your interest and support.

The family was at Fan Fast yesterday in Anaheim. Had life sized cardboard cutouts of Strasburg in several locations and his jerseys, both red and white, were selling for a minimum of $75.

They don't need to go to MLB Properties since it is SDSU marks that will be on the jersey.
They don't need to go to MLB Players Association if they have a deal directly with the player.
Therefore, they just need to go to the player's agent, Scott Boras, to get it done.
No problem. He's a push over. Ask every team in the MLB.
Actually, he should be reasonable to get this done, as the demand will generate some sales and thus royalties for his client.
The issue will likely be the minimum guarantee in advance that SDSU will have to pay out to get the deal done.
Let's hope that Boras is feeling generous, so that we can all get a jersey.
The Aztec Shops should start a waiting list to see how many people will want one, so that they feel comfortable making an order.

They do not need to go through MLBPA for his rights if they work directly with Boras, especially if there are no MLB marks whatsoever involved in the product and it is only a one off deal for an individual player.
If there were several players involved, then someone like the MLBPA might get involved, however it might still be questionable if it is for a college based product.
One would hope that controlling the Aztec marks are within the university's rights, especially to sell on their own campus and online store, but you never know.
Outside of getting Strasburg/Boras to agree, then that could be one of the only other potential licensing issues.

I know it wouldn't be the same, but SDSU could put out a 37 Baseball jersey right now, They own the jersey and the numbers. People who matter know who 37 is.

Just put out the 37 jersey and make it so people can put his name on it themselves. Sell them the letters as irons ons or something. Seems pretty easy.
