All they need to be approved now is:
Final environmental study Final project design
And then only win a couple more lawsuits on the study and design.
Then the Feds get involved and the NLRB and EPA are set loose. I wonder why more desalination plants aren't built? They make a lot of sense.

I believe in safety, the enviornment, and responsible development. That said, does this seem like it could not be boiled down a little and the time compressed a little?

Coastal Commission is the most ugly. If they've got sign-off on that they're home free.
