Yes it is spot on, without a doubt. With that said, I do believe this new administration led by Hoyer is going to get it done. I think they have a plan and a format to player evaluation and player development as seen and exemplified in the Bosox system. For all the money the Bosox have they still hit on the draft and player development. Hopefully Hoyer and Macleod have implemented that same format here.

Everything changed in 2007.
His assessment up to 2006 is correct.
9 players from the 2008 draft are in San Antonio and they have the best record in baseball and the best offense and pitching in the Texas League.
Baseball America rates the Padres as the #8 minor leagues in baseball. That is 8 out of 30. Just looking at "AA" and below we would be rated much higher.
