The NIL has effectively ended sholarship limits. In the old days (before NIL) when a coach had reached his liimit he could only offer a walkon to a player he wanted. If the player was good he would have scholarship offers from somewhere else and go there. Now if a coach wants a player or players he can offer then more money than a scholarship can and hence the schools with lots of money can stock up on more players than the the scholarship limts would allow. So it looks like we are back to the days of no scholarship limits for many schools with money. The rich get richer! You might say that good players would not do this as they would probably sit on the bench. Not necessarily true. Many would do this in hopes they can work their way into the starting lineup. And some might be happy to pocket$50,000 or so rather than get nothng and play for a lesser team.

If you notice Dutcher seems to have an active roster of about 9-11 players - managing more many times leads to some unhappy players and that can hurt more then help a team unless you get a rash of injuries -
The difficult part is that some guys do not want to red shirt even though it might not hurt them in the end
The transfer Portal has created some log jams for some players or a player feels they are not getting the PT they want and head to the Portal

I get what OP is trying to say but it simply put won’t work out this way. Coaches don’t want to deal with 15 players deserving and asking playing time, and nobody is going to top level schools to be 15th guy on the roster.

How much PT did Davis get this year and take it he did not want to red shirt - with the transfer Portal and NIL money to offer not sure how many coaches or players want to be the 14th or 15 th player on a team ? Unless their basic thing is getting the NIL money for a year while you red shirt
