Possibly.
Women earn 82% of when men earn. That's a 20% gap.
Some of that is attributable to less years in the workforce however due to taking care of children.
When adjusting for that, what percentage of the pay gap is gender bias?
African-American men and women earn 70%/82% of what white men/women earn (as of 2016).
Some of this is due to educational opportunity, some of it is due to years in the workforce and incarceration gaps, some of this is due to racial bias.
Does 10-20% matter? Yes. But this is just one example, so I would need more evidence to consider it a broken system.
