Is the signing time for MBB coaches/recruits from April 13- through May 18 for the 2016 team ? NBA draft - either in or out for under class men . Does a decision need to be made by May 18 for those who have Not hired an agent ? In addition to Aztecs trying to get best option at the 5 position. Could make things very interesting for UNLV and other MW schools .

This is the 2nd/late signing period for recruits (freshman?). The first one was in the Fall and recruits are allowed to sign a LOI during these two periods. They may still join the team up until the day before classes start I believe, but they wouldn't be signing a LOI, only scholarship papers. Please correct me if I am wrong .

The May 18th date is just a soft date - really meaningless, unless someone is intent on signing a LOI.
With the NBA draft commitment being pushed back to May 25th this date even becomes less relevant, as many coaches won't know for sure if they have an open spot until 4-6 days after the "late" signing period ends. If someone loses a player they'll look to sign in June-Sept.

They can contact them via phone at ANY time; some of that period between May & Sept is "quiet" (on campus only, + calls/texts, etc.), and some is "dead" (calls/texts only). Ultimately, you reach out to them, build relationships between now & the mid May, bringing them to campus if interested, and then keep in contact until they're ready to make a decision. You also have much of July & all of August to bring guys onto campus.
Plenty of opportunities to engage new recruits.
Applies to everyone, whether a 2016, 2017, JC/HS/Transfer.... Fisher has said they're primarily focused on 2017, although I'm sure they're reaching out to a few 2016 HS, JC & transfers on a daily basis.
