all I have to do to make it happen is to watch the $1.2-$1.5 billion stadium plan fail ... If by some backroom deal it should pass, then see what comes of the plan and if it is acceptable (or not) to the needs of the Aztecs, then SDSU can continue to buy as much of the land around campus to expand campus, build an OCS or both ... Will the Chargers' $1.2-$1.5 billion stadium plan fail? Will some backroom deal pass? Will it meet the needs of the Aztecs? Will the Aztecs make room for an on-campus stadium? Will the Chargers move to Carson with the Raiders? Will the Aztecs expand West? Will the Aztecs finally add BYU to their football schedule? We'll find out on the next episode of Dragon Ball Z! Why should the Aztecs care about having BYU on the schedule? We don't recruit Utah, we already hit the state every 3 years when we play USU and their eyes are on us when USU plays here ... who the F cares about BYU? Now getting Utah on the schedule is a different story

1. The water shortage is a joke. Just another way of squeezing and controlling us the people like Sdge.
2. The solution is easy: desal plants and reclamation plants for sewer and storm waters.
3. The amount of water on planet earth has not change for a few billion years.
4. The county involvement in the stadium is not hot air as it was done before.

Have a good Easter weekend to all that care. 1. Whether or not you want to believe there is a water shortage does not stop it from being real. 2. Desalination is a solution ... an expensive and power intensive one that would only provide a small percentage of the water necessary to overcome the current drought conditions; even when combined with reclamation. Infrastructure would have to be added to get any water to the reservoirs. Right now the plant in Carlsbad (that is not yet online) will only produce enough water for 300K homes -- less than 10% of the population would be helped. We don't have any infrastructure in place to capture storm water (as lacking as it has been over the last 4 years) -- even if we did, we can't add it to the reservoirs until it's cleaned and treated so we'll have to add that to the infrastructure bill (along with more desal, and waste water reclamation). All these measures will take years to bring on-line ... guess we should have started this 3 years ago when the drought started. I am gonna guess that the funds needed to increase our water independence will be seriously be eroded by spending $1 billion or more on other projects like an NFL stadium. 3. The amount of fresh potable water on planet earth has indeed changed, and the location of that water has also changed. We're not helping things any by polluting available fresh water aquifers with herbicides, pesticides, petroleum and fracking solvents. 4. The county changed it's own rules for its' involvement in sports facilities back in 1997 during the Qualcomm expansion: “On December 9, 1997, this Board decided that its policy would be to have an election before County resources may be used to support the development or renovation of any Professional Sports Facility,” ... "In other words, if the county helps at all with a new stadium, county voters get a vote".5. Does the Church of the Flying Spaghetti Monster also celebrate Easter?

Maybe we can stop the 40 billion dollar train and use that money for desal plants and other projects. Depending solely on nature to supply fresh water is no longer applicable for modern society.
2. For a stadium project having a vote is necessary to prove validity of a project of this scope and size. I don't recalll anyone suggesting otherwise.
3. Until science discovers practical alternate source of energy, oil is king. I am interested to see what musk shares to the world on 4 30. I would very much like to see if they can provide a better battery for the consumer.

This will be yet an additional hurdle to jump when the CEQA & the entitlement process comes up. Depending on what kind of proposal gets recommended by the city will dictate what kind of vote will take place. If that vote is merely advisory or mandatory is yet to be determined. Either way, the chance of any vote passing approval is slim IMO. The only thing that might help is if the Chargers and or NFL invest more money in the project and are willing to give more concessions to the city/county. Everyone knows that won't happen.

Of course having drinking water is mandatory for humans to live. The problem is the dependence of natural means for production of drinkable water. This should have been done in years or decades ago in California. It's lets kick the can down the road mentality is the problem. Mandatory reduction in water use is only as strong as the enforcement. Is the state prepared to turn off someone's water if they use too much? Or just raise their rates? The problem is enforcemnt. Ok so someones pays the rate now what? What is the money going to be used for ? We have no problem getting oil anywhere. The same should be for water.
