Sherman made his announcement knowing full well that Mission Valley already has over 9000+ residential units under construction or being considered for approval at 3 different projects (Civita, River Walk & Manchester) would have an impact on any proposed development of 8300 or so units in a mixed use development at the Q-site and that taken altogether would increase the population of Mission Valley by 150%. It took Civita 9 years to pass CEQA hurdles under previous conditions. He should have been aware that water restrictions were coming based on the lack of voluntary decrease in demands and the less than adequate snow/rainfall this winter. As for your articles from the future ... do you know the difference between "considering" and "enacted" or the legal requirements of state/local agencies regarding "conservation rules" vs "restrictions"?

If you aren't aware of the needs of SDSU in terms of expansion and what the addition of 166 acres 2 trolley stops from main campus would mean for the impacted campus that provides 36% of the total economic impact of the CSU on the state -- then you are willfully ignorant of the issues. If it doesn't make sense to you as to why SDSU won't do anything about the stadium issue other than see what happens and decide if it's acceptable or not and why they won't comment on it ... then I can understand why things don't make sense to you.
