Rather vague mostly opinion article with language made for weasels. Blurring the line between overall cost and cost per incident is an old tactic. Tort reform would be one of the early and easy to made reforms, but by no means the only one that will be employed by Congress after ObamaKare has been neutered. Wringing fraud waste out of all the Healthcare system would be an early initiative.

If you read the article you would have seen where costs did not go down a bit in Texas which enacted 'real' tort reform years ago.

The whole medical industry was broken when the govt passed laws in and around 1978 that made it easy to sue your doctor. Before then, we had the best medical industry in the world and it was competitive, quality, and everything you'd want.
Get rid of govt control and you let the Doctors doctor, the teachers teach, the worms worm, and the oilers oil...government should enforce the Sherman Act on the ncaa, bcs, and the SEC. The government should back deposits to banks, only. The government should keep us safe from foreigners, attacking or crossing, and provide fire, police and the interstate highway system. Limited government. Free markets and no osamatax.

Good find. While the cost of malpractice insurance has not risen as fast as that in other states, the implementation of Tort Reform and the 'savings' it has produced has not tricked down to the patient. Maybe this is one of the reasons the insurance companies are recording record profits.

This is also one of the reasons I am not closed minded about some kind of single payer system. Just have to figure out how to make sure it does not turn into some big waste. Medicare is subjected to massive fraud so that is one thing that would have to be addressed before a plan can become really viable. Good find. Tort laws in 1978 broke the medical industry and all of the bantor, waste of taxpayer dollars and stupid, idiotic discussions since, are all hogwash. You reverse those laws now, and you don't have to do anything but get government OUT of the medical industry which will cure on its own, thank you.
