Well, Sowell is right wing as Hell, but aside from that, he neglects the fact that the largest generation in a very long time came of age during the period he cites and more people means more crimes. He also fails to discuss the rise of gang violence due to the vast increase in drug use, coke in particular. In short, it's a selective use of facts to suit his political agenda of attacking academics and the media.
