It goes like this. The selection committee ranks teams from 1 to 68...then they start with #1 and put them in the closest 'pod' (i.e. Tucson) and then the closest regional (i.e. Anahiem). Then do the same thing with #2, then #3, then #4, etc. Things get shaken up a bit when you have multiple teams from a conference (i.e. they cannot meet before the sweet 16) and they also try to avoid rematches from the current season.
As far as the subregional, there is no reason to believe that SDSU will not be in Tucson and BYU will not be in Denver. At most both teams lose 2 more games and they will still be top 4 seeds. It is very likely that the higher of the 2 will get placed in the West (thus the importance of the Feb 26 game). BYU can only be placed in the Anaheim or New Orleans Region. SDSU would go Anaheim first then San Antonio. It it very unlikely they go to Newark or New Orleans.
BUT - There are few things that could mess it up...if the Big East has too many teams in the 1-3 seed range (i.e. more than 4) and the Big 12 having 2 teams with #1 seeds or 2 teams with #2 seed (but higher than SDSU or BYU).
FINALLY - PODS are not preassigned to regions. This used to be the case then after 9-11 they wanted to reduce travel so they keep teams closer to home (and also 'protect' seeds 1 to 5 (i.e. they would not play against a team nearby geographically).

Arizona can not be placed in Tucson. You can not play on your home floor in the NCAA.

As will I. I'm simply stating that if they can rationalize a 33-1 team with a strong RPI and SOS not being a #1 seed then they can also rationalize Arizona being a higher #2 or #3 seed than us which would move us out of the West region. Paranoia is not an attractive trait. Look at the current rankings in both major polls. It's easy to make the argument that Texas, Ohio St., Pitt, and Kansas should all be ranked--and thus seeded--higher than the Aztecs or Kitties. Duke is a little less easy, but easy nonetheless. Don't let the homer goggles cloud your judgment. The argument for Arizona--or ANY Pac 10 school for that matter--is next to impossible, unless you're willing (as a selection committee member) to show your unquestionable bias against the MWC and in favor of the Big 6 conferences. Barring a total collapse, there's no way for them to overtake SDSU and BYU, given that the MWC is currently the #4 RPI conference, rated well ahead of the Pac, which is ranked 7th. By any objective criteria, BYU and SDSU are both higher seeds than ANYONE in the Pac. I'm not paranoid, I've just been following college sports too long to take anything for granted as the "little" guy. Even though you may not believe it, I agree with you. As long as we stay as a 1-4 seed I don't care if we're a 1 or a 4. 2 games somewhere near home is all a top seed should get anyway. The fact that Texas is setup to go from Tulsa to San Antonio to Houston is ridiculous. The top 25 polls mean nothing. Look at Utah State. They are 24/25 which by logic would translate to a 6 or 7 seed. Lunardi has them as a 9 and Palm has them as a 10.
