Trading this kid would be a mistake. In two years Ryan Weathers will be one of the nastiest left handlers in the NL. His command and movement are right now pretty good and he gives left handed hitters a weird angle.
I would advise patients with this guy.

He might end up being a swingman/long reliever long term. He's not a reliable starter but he can give you 3-4 quality innings. More if he develops more pitches. If he's a bullpen arm his value is diminished. But that would also allow him to hold his fastball velocity at 96 without the dead arm issues as he tires throughout games. He could really use a cutter. Maybe he develops this as he gets older. His 4 seamer is legit at 96mph, and terrible at 90-92. Having a cutter would allow him to not use the four seamer as much. Darvish's 4 seamer gets hit around too. Maybe pitch development and arm strengthening allows him to get more starts and more quality innings. It might not be a bad thing that he injured his knee if its minor and he can recover fully, in that in might not be a bad thing for his arm to have some time to recuperate and maybe regain some of its velocity.

Not physical growth, but pitch development and arm strengthening

Well, with a fracture in the heel area, who wants to take a chance. First they said it was a bruise, then an Achilles problem, now it's a "slight" fracture. What's the story? But he's likely off the board for now.

Weathers is not making the kind of progress this team needs. A real losing effort tonight. Criminy. Get him out of here. Enough of these learning experiences. He's topped out … practice pitching in the minors and stop losing games in the majors…

Another waste of a start by Weathers. Same ol' -same ol' … Padres get a 5 run lead going and Weathers coughs it all back up.
He only walked one, but that just wasn't good enough tonight - he barely finished 3 innings.
Then Stammen comes in and coughs up a few more runs.
Ridiculous. The last place f'n team.

Weathers started missing on location in the 3rd and 4th innings. Velo is down 2mph vs. start of the year. Not the same pitcher. He's using the sinker more and the 4 seamer less. That has helped him avoid giving up as many extra base hits later in the game.
Still might be better suited to be a long reliever then a starter, as Ryan mentioned. A good candidate to provide spot starts, but not a rotation guy.
