It appears as though the students at UCLA didn't really know what the long term affects would be to their school and athletic department, especially the football team. Also, in the late sixties they were probably more concerned about the Vietnam War and protests than they were about anything else. Also, sounds like the local neighborhood was totally against it, and didn't have much if any opposition from the university.
So, after they got tired of being the third rated team in the Coliseum (After the Rams & Trojans) their only choice was the Rose bowl, unless they wanted to go hunting for land in LA near the campus for their own stadium. Too expensive, and good luck on that move!

UCLA has the same problem as SDSU, they have run out of room.

UCLA has the same problem as SDSU, they have run out of room. Then it's a good thing that SDSU West passed, as SDSU can expand their campus, and build their stadium.
