Guam was certainly threatened.

I imagine the expensive but formidable Gerald Ford class carriers with its lazers, rail guns and advanced launching capabilities will keep the Pacific peaceful for the foreseeable future.

Your link says "TO BE" not "IS". No official treaty has been signed and I doubt will be.

Aircraft carriers do not carry those types of weapons. Lasers and rail guns are still in the developmental phase and might be installed on a Zumwalt class cruiser at a later date.
