Nonsense. "rich" people don't simply buy a home and live in it unimproved for years on end. Most "rich" people move up or improve numerous time throughout their lives and as such are subject to reassessment. But don't let reality encroach on your "moderate" thought process. I didn't say that rich people simply buy a home and live there for years on end. Nice bit of recasting there buddy. Let's play this one by the numbers, shall we? I think it is safe to say that: 1. the elderly are far more likely to live in a home they own for many years than young people are -- agreed? 2. the elderly are far more likely to be rich than young people -- agreed? 3. it is inappropriate that a poor young person should pay additional property taxes (in the form of rent) so that a rich, elderly person can get a tax break -- agreed? Yoda out... . Perhaps you could explain why a higher tax rate would help either of your straw people? Would the rent payed by the young poor go up or down? Would the "rich" old geezer be more or less likely to lose what is the primary source of the wealth they have acquired over time, their house?

Maybe property tax on residential real estate that are owner occupied should only be taxed until the mortgage is paid or until the owner reaches a certain age. How many old folks do we want to have to sell the homes they have had for years and struggled to pay for just to fund failed schools? Any retired homeowner who is past 62 years of age should be grandfathered in on property taxes on their principal residence. The property taxes should not go up during the final few years of his or her life. That should be our way of saying "Thank You for all of the years you supported government with constantly increasing taxes everywhere you looked. Now, you will at least know that your property taxes will not put you out of your home."

Our schools are failing because we spend so little on educating our youth. We are probably in the bottom 20 percent in per student funding in the nation. No wonder we have a problem educating. Why do we spend so little? Prop. 13. It gutted our funding for local schools. Once their funding was gutted the local districts had to depend on the state for funding. So much for local control of education. How do you conservatives like that? You brought it on. As a retired public school teacher with over 30 years experience in the classroom, I can assure you that "not enough money" does not explain why students are doing so poorly in America's schools. Of course, there are times when more money is needed. If a schools' roof is leaking or there are not enough books, etc., money is required. But there are many factors that are not money-related, or at least not directly so related, that are really more central to the problem. Now; what about taxes? I would favor some sort of flat tax or maybe a consumption tax (which I would favor ONLY if it replaced the income tax.). The problem is this; as a society, we have promised too much to too many people, regardless of the cost and regardless of the degree to which said people contribute to society. There are three words we should keep firmly in mind as we try to figure out where the country is going. Those words are . . . Greece! Greece! Greece! AzWm

People raise the specter of education in California. There are some realities that belay the specter accusation.
Asian Students in California are doing as well as they did thirty years ago. Regardless of the amount of money spent on public education, the Asian students are still performing as they used to.
Caucasian/White students in California are doing almost as well as they did thirty years ago. There is about a one to two percent differentiation in performance levels and that might be explained away as normal statistical deviation. It is not a marked negative.
Hispanic students are staying in school longer than they did thirty and forty years ago. Their average academic performance is horrible as it was way back then. The reality that we face is that each year a higher and higher and higher percentage of our school students are hispanic and their poor performance is making California schools the laughing stock of the nation.
Black students on average are performing absolutely horrible in the classroom. Their statistical performance is essentially unchanged in the past thirty and forty years, and wherever they are in large numbers the schools are graded with horrible performance. It is a death sentence for a teaching career for college grads to be assigned to those schools for their first few years of teaching. Over 90 percent of them are not teaching five years later.
The amount of money spent does not appear to have resulted in any real changes, while student population demographics have contributed considerably to the poorer performance in our public schools.
Private schools with smaller expenditures per student are beating the public schools in almost all categories of evaluation. One area where public schools are clearly winning is in teen pregnancies. Public school students are producing a heck of a lot of illegitimate babies and are vastly superior in that category.
