He probably knew the PAC 10 was going to expand and had a general clue as to the direction. But the actual strategy, and specifics probably came more recently when the new Commish had an opportunity to set out his strategy. The options were probably there, in other words, when Sterk was at WSU but the picture hadn't been dialed in by the Presidents or new Commish. So, he probably left the movie midway through. It wouldn't really matter. Washington St. was the football equivalent of Indiana in the Big10 and will be for the foreseeable future.
