I get the feeling that the staff are working with the assumption that they have 2 more scholarships to offer.
No inside knowledge, and I certainly don't care to speculate too far. Ebenezer Dowuona (C) appears to be the priority target right now and rightly so due to need at that position. So to be making new offers to wing players... just seems really odd if there's only one scholarship to give.

for 2020 as of now we have 5 guards and 3 SF - the area that needs the most help are the 5 and 4 positions

This is an astute observation by Hoobs, I find it curious that they'd expect a guy to leave next year before this year has even started.

I think that "expect" is the wrong word. I think it more likely that they'd be "willing" to part ways with a certain player dependent on the quality of the prospect taking his slot. That said, the coaching staff could also simply be responding to the changing dynamics of college basketball. Kids transfer, frequently. If the coaches are limiting their pursuit of players to the number of projected scholarships available each year, they are going to find themselves caught flat-footed.

A good place to start is minutes played last year that tells who is ready to contribute and who still has work to do. I would also look at needs this year and who best fits those needs. Once you determine the answer to both questions, you have your list of likely candidates.
