Both of tehm signed with Pac 10 Schools (AZ and WSU) Where are you reading that? The WSU websites aren't reporting anything and the actual ceremony isn't for a few hours.

I'm actually not sure we might not hurt ourselves by offering too many kids. Because although I'm trying to be cautious, I think we have a chance to have a really good season this year. Definitely good enough to host the MWC title game and if we can manage to beat Boise and if YBU sucks the big one and so can't grab its possible LV Bowl invite, good enough to beat a Pac school in that game. IF we have a season like that, we should be able to get some of the most highlyl regarded kids who have verbaled to MAC and CUSA schools to decommit to us. But we can't do that if we have no schollies left.

See what you're saying, but nobody is taking up ANY scholarships and we won't even be committing to any scholarships until February. A LOT can happen between now & then, including some if not many of them jumping ship if or when they get better offers (e.g. P5). Given that, there's no reason not to get commitments from each & every player you're interested in which means getting as many offers on the table as you can to the right mix of guys.
If, as you note, things turn out great & we're able to attract a higher level of recruit due to a strong season, that will play out naturally as well. Kids will see they've been recruited over & may head elsewhere on their own accord, or the staff may tell them that the likelihood of them getting PT may be lower than expected and we may convince them to walk away. Or simply we could tell them that a) there are no scholarships for them afterall OR b) talk them into a grayshirt situation.
Not the prettiest scenarios but extremely common. There are schools with over 20 commits right now, and I'd bet at least one-third to half of those recruits won't be signing with those teams in February. We're actually at the low end of the spectrum in terms of commits. The whole MW conference is actually (Boise has the most with 10 which isn't even among the 45 schools with the most; we're about in the middle).
The last thing you want is to head into December with only 10-15 commits, and be scrambling to fill your class. Much better off to have 20, get selective, and then even weed off a few if push comes to shove. There are schools out there with over 75-80 offers on the table, if not a lot more. I actually believe we're much more towards the conservative side. I'd feel a lot better if we had about 3-5 more recruits in hand actually.
That said, I'm not sure how many we're targeting? Believe we're at or near 85 right now, and not sure how many seniors are on the squad. So we could looking at signing 15, 20 or the full 25, which definitely changes the equation.

In basics it is quality over quantity .unless you see a void in a position. Unfortunately when you are a G5 school we battle over 2 or 3 star guys that we hope will develop into players in a few years ,or figure certain guys will not qualify. Do concur it would seem to be better to leave some scholarships open if the talent is not there rather then fill the allotment.
the addition of the OL does help .

That usually isn't an issue. For one, there is ALWAYS talent, some may just be bigger risks than others & need more development. Second, at least 20-30% of every recruiting class never makes an impact in football, so your taking a huge gamble when you come up shy of your full allotment. Third, being a B5 school, we need to take more risks when it comes to the better talent (e.g. if we want 4-star players they're more likely going to be guy who is a grade risk), and therefore we tend to be more likely to lose 1-3 in each class due to grades. At least compared to P5 schools. Lastly, it's extremely hard to make up for a roster deficit in football.
As it is, we're sitting at around 85 scholarships and year over year we seek out 25 recruits in each class to keep our roster at 85. If we, as you say, leave some scholarships open, we can still only recruit 25 the next year. So you could find yourself in a situation like USC was in, where you have 80, then struggle to get back to 85, which may take a couple years with no guarantees. Junior/senior transfers help, without a doubt, but just with normal attrition you're going have space for a few each & every year. We've shown that.
Also, having a roster of 85 also allows you to RS more freely, which is important. Especially for QBs, OL & DL.
So if you anticipate having 25 open scholarships after the season you sign 25; if you need 20, you sign 20. Normal attrition via grades, transfers, etc., will open up additional spots which you fill via transfer/junior walk-ons, etc.
Quality is definitely important, and we've been pretty good in that department lately, at least compared to our B5 brethren. But quantity is also important. You don't want to come up short. Hence, get as many offers to potential candidates as you can out there. Be picky, but be realistic.
